Quick answer
- Korean winter runs from December to February. In Seoul, January mornings are usually around -5°C, and cold waves push them below -10°C.
- The south (Busan, Gyeongnam) is milder but windy. If you work outdoors on a farm or site, it feels much colder.
- Korean homes use ondol (floor heating). Once you know the boiler buttons, your room stays warm.
- Most winter clothes are cheaper to buy in Korea. Bring medicine and moisturizer from home.
- If your dormitory has no working heating, ask your employer first. If nothing changes, call the foreign worker helpline.
How cold it gets, by region
| Region | January morning | January daytime | What it feels like |
|---|---|---|---|
| Seoul / Gyeonggi | -5 to -10°C | 0 to 3°C | Dry air, cold wind |
| Gangwon inland | -10 to -15°C | -2 to 2°C | The coldest region, lots of snow |
| Chungcheong / Jeolla inland | -5 to -8°C | 2 to 5°C | Frequent snow near the west coast |
| Busan / Gyeongnam | -2 to 0°C | 6 to 9°C | Milder, but sea wind |
Typical values; every year is different. When the weather service issues a cold wave warning (한파특보), take extra care.
What to bring vs. buy in Korea
| Bring from home | Buy in Korea |
|---|---|
| Your usual medicine | Long padded coat (롱패딩): the winter commute essential, often KRW 50,000–100,000 at outlets and markets |
| Moisturizer and lip balm (winter air is very dry) | Thermal underwear, scarf, gloves, beanie: cheap at Daiso or local markets |
| One warm jacket for the day you land, if you come from a warm country | Hand warmers (핫팩) from convenience stores; anti-slip shoes for snowy areas |
How to use ondol and the boiler
Most rooms have a boiler controller on the wall, usually in Korean only. These are the buttons you need:
| Button | Meaning | When to use it |
|---|---|---|
| 난방 / 실내온도 | Heating to a set room temperature | Normal use (20–22°C is comfortable) |
| 온수 / 온수전용 | Hot water only, no heating | Spring and autumn |
| 외출 | “Away” mode: minimum heat so pipes don’t freeze | When you go to work, or leave for a few days |
| 예약 | Timer: short heating bursts every few hours | When you want to save on gas |
Three winter safety rules
- Frozen pipes (동파): on nights below -10°C, set the boiler to away mode and leave a tap dripping slightly. If a pipe freezes, tell the building manager or landlord right away.
- Fire and carbon monoxide: don’t sleep with an electric heater running, and don’t plug several heaters into one power strip. If your housing uses a gas or briquette stove, always ventilate.
- Black ice: shaded roads and bridges are slippery on winter mornings. Avoid commuting by motorbike or bicycle on icy days.
If your dormitory heating does not work
When an employer provides a dormitory, it must have basic facilities including heating. Temporary structures such as containers inside vinyl greenhouses are not accepted as housing for new EPS work permits. See your E-9 employment contract for what was promised.
- Take photos with dates and ask your employer by text message.
- If it is not fixed within a few days, call the Foreign Worker Counseling Center (1577-0071) or the labor ministry (1350).
- If the problem is serious, ask whether it can be a reason to change workplace. See E-9 workplace change rules.
What to wear to work
- Office jobs: a shirt or knit under a coat or padded jacket, which you take off inside. Offices are often heated strongly, so don’t wear too many layers underneath.
- Factories and sites: in your first week, ask whether the company provides work clothes and winter gear.
Winter events worth knowing
- December: year-end company dinners (송년회) are frequent. See Korean work culture.
- January: year-end tax settlement. See the year-end settlement guide.
- February 2027: Seollal (Lunar New Year). Bus and train tickets sell out early, so talk to coworkers about leave plans in advance.
FAQ
Does it snow a lot in Korea?
Seoul gets a few days of settled snow. Gangwon and the west coast of Chungcheong and Jeolla get much more.
Can I heat my room with the air conditioner?
If it is a heat-pump model, yes, but the electricity bill climbs fast. Most people use it only as a backup.
Do factories and farms keep working in winter?
Most factories run normally. Farm work (E-9, E-8) can slow down in winter, so check your contract for how working hours change.
Winter is also year-end dinner season. See Korean company dinner (hoesik) etiquette before your first one.
