Korean language is the second most important factor in the K-Point scoring system — worth up to 120 points, the same as income. For many E-9 workers who have been focused on their job rather than language study, this feels like a roadblock. But here’s what most people don’t know: a 2026 special measure allows you to apply for E-7-4 without meeting the Korean language requirement — under specific conditions.
This guide explains exactly what the Korean language requirement is, how it scores, who can use the deferral, and — critically — what happens if you use the deferral but fail to meet the requirement within 2 years.

1. What Korean Level Is Required for E-7-4?
The standard Korean language minimum for E-7-4 is equivalent to TOPIK Level 2. This level can be proven through three different methods — you only need to satisfy one of them.
✅ TOPIK Level 2 (or higher)
✅ KIIP (사회통합프로그램) Level 2 completion (or higher)
✅ KIIP pre-assessment score of 41 points or above (배정 3단계 or higher)
This minimum score of 50 K-Points in the Korean language category is not just a threshold — it is a mandatory individual minimum. Even if your total score exceeds 200 points, your application will be rejected if Korean language scores below 50 (unless you qualify for the deferral — see Section 4).
2. Three Ways to Prove Korean Ability
| Method | Qualification | K-Point Score | Document Required |
|---|---|---|---|
| TOPIK | Level 2 | 50 pts (minimum) | TOPIK score report (점수표) |
| TOPIK | Level 3 | 80 pts | TOPIK score report |
| TOPIK | Level 4 or above | 120 pts (maximum) | TOPIK score report |
| KIIP | Level 2 completion | 50 pts (minimum) | Completion certificate (이수증) |
| KIIP | Level 3 completion | 80 pts | Completion certificate |
| KIIP | Level 4 completion or above | 120 pts (maximum) | Completion certificate |
| KIIP Pre-assessment | Score 41–60 (→ Level 3 배정) | 50 pts (minimum) | Pre-assessment score sheet — NOT required to submit separately (score auto-linked) |
| KIIP Pre-assessment | Score 61–80 (→ Level 4 배정) | 80 pts | Pre-assessment score sheet |
| KIIP Pre-assessment | Score 81+ (→ Level 5 배정) | 120 pts (maximum) | Pre-assessment score sheet |
3. How Korean Language Scores in K-Point
The difference between TOPIK 2 (50 pts) and TOPIK 4 (120 pts) is 70 points — equivalent to more than 3 extra years of Korea work experience in terms of K-Point impact. Improving your Korean level is the single highest-impact action available to most E-7-4 applicants.
4. The 2026 Korean Language Deferral
The Korean government has introduced a temporary special measure allowing applicants who cannot yet meet the Korean language minimum to still apply for E-7-4 — on the condition that they achieve the required level within 2 years of approval.
If the applicant meets all other requirements, the Korean language requirement may be deferred on the condition that the required Korean level is achieved by the time of the first renewal (within 2 years).
Deferral validity: Until December 31, 2026
Score requirement for deferral: Income ≥ 50 pts AND total score (without Korean) ≥ 150 pts
In plain terms: if your income is strong enough and your total score without any Korean points still reaches 150, you can apply for E-7-4 now — even with zero Korean — and then study Korean while working on E-7-4 status.
5. Deferral Eligibility Conditions
The deferral is not automatic. You must meet both of the following conditions simultaneously:
| Condition | Requirement | Notes |
|---|---|---|
| ① Income score | At least 50 points in the income category | Means 2-year average income ≥ KRW 25,000,000 (the lowest income band). Agriculture/fisheries: ≥ KRW 24,000,000 |
| ② Total score without Korean | At least 150 points total (base + bonus, Korean = 0) | This is achievable: income (50 pts) + age (10–60 pts) + employer bonus (50 pts) + other bonuses can reach 150+ |
| ③ Deferral deadline | Application must be submitted by December 31, 2026 | After this date, the deferral special measure expires — Korean will be mandatory with no exceptions |
Can you reach 150 points without Korean?
Here’s an example of a worker who qualifies for the deferral:
Ⓐ Income: KRW 35M/yr → 80 pts
Ⓑ Korean: None → 0 pts
Ⓒ Age: 38 (34–40 band) → 30 pts
③ Employer recommendation (mandatory bonus) → +50 pts
④ 4 years same employer → +20 pts
Total without Korean: 180 pts ✅
Income ≥ 50 pts ✅ + Total ≥ 150 pts ✅ → Deferral eligible
6. What Happens If You Miss the 2-Year Deadline
The deferral is not a free pass. The consequences of failing to meet the Korean language requirement within 2 years are serious and officially documented in the March 2026 manual:
E-7-4 approved with Korean deferral
You begin working on E-7-4 status. The clock starts. You have until your first renewal (within 2 years) to achieve TOPIK 2 / KIIP Level 2 / Pre-test 41+.
Korean not met at first renewal (2 years)
Family invitation (F-3) is not permitted until requirement is met. Only a 6-month extension is granted instead of the standard 2-year renewal.
Korean still not met within the 6-month extension
No further extension permitted. Visa cancellation (체류허가 취소). You lose E-7-4 status entirely.
7. TOPIK vs KIIP: Which Is Better for E-7-4?
| Factor | TOPIK | KIIP |
|---|---|---|
| Format | Written exam (reading, listening, writing) | In-person classes + level tests |
| Cost | KRW 35,000–45,000 per attempt | Free (government funded) |
| Time to Level 2 | 3–6 months intensive study | Several months of classes (can fast-track with pre-test) |
| Validity | 2 years — expires, must retake | Permanent — never expires |
| Flexibility | Self-study, no class attendance needed | Must attend classes in person |
| Exam schedule | 6 times/year in Korea | Rolling enrollment (varies by location) |
| K-Point impact | Level 2 = 50 pts; Level 3 = 80 pts; Level 4+ = 120 pts | Same scoring as TOPIK equivalent levels |
| F-5 PR value | Useful but requires separate 종합평가 test | Level 5 waives F-5 interview and 종합평가 |
- Short-term goal (qualify for E-7-4 now): TOPIK is faster. You can self-study and sit an exam within 3–4 months. Aim for Level 2 minimum, Level 3 for more points.
- Long-term goal (PR / F-5): Start KIIP as soon as you get E-7-4. KIIP Level 5 is effectively required for F-5 and waives the immigration interview. Use your TOPIK score to skip lower KIIP levels (TOPIK 3 → enter KIIP Level 4 directly).
- Best overall strategy: Get TOPIK 2–3 for the E-7-4 application → then enroll in KIIP to build toward F-5. The two complement each other.
8. Should You Apply Now or Study Korean First?
9. Strategy: How to Reach TOPIK 2 in 6 Months
TOPIK Level 2 is achievable for most E-9 workers who have been living in Korea for years — you likely know more Korean than you realize. Here’s a realistic study plan:
| Month | Focus | Resources |
|---|---|---|
| Month 1–2 | Learn Hangul + basic vocabulary (800 core words) | Free TOPIK study materials at topik.go.kr; Talk To Me in Korean app |
| Month 3 | TOPIK I format practice — reading and listening | Past exam papers (기출문제) at topik.go.kr — free download |
| Month 4–5 | Full mock exams under timed conditions; identify weak areas | 3–4 full past papers; YouTube TOPIK I solution videos |
| Month 6 | Final review + register and sit TOPIK I exam | Register at topik.go.kr as soon as the next exam opens |
